To Download The Server first of all, go to this:

You'll need winrar i'm pretty sure. Here's the link for that if you do not have that.

After winrar is downloaded and the server is too, then you extract it (either right click the file and click on extract or double click)
Then it should take a little bit depending on your computer speed / performance and whatever else.
Okay, Now you have the server downloaded and such, Congratulations!
Now onto the voting part, this is simple and self explainitory.
